When it comes to career and technology centers, there seems to be a constant push to make them more “fun”. This seems like a good thing, but I have to say that I am not quite sold on how it all adds up.

In what seems like a clear-cut case of trying too hard, Clearfield County Career & Technology Center (CCCTC) has turned into a real job market in the making. With the county’s latest employment and retention study showing that many residents are unhappy with the number of jobs available, the idea that there is a job with a smile on its face is a bit of a stretch.

The study, conducted by the Center for Workforce Development at the University of Wisconsin, found that, on average, there are 3,000 vacant public sector jobs in the county and that only about one and half new jobs will be created each year. This means that the county is missing out on the potential for growth that is the hallmark of a job-rich economy.

We should know by now that the county is overburdened by a variety of problems, but the biggest culprit is the fact that it has no permanent jobs. The county’s unemployment rate is just under 10 percent and the average work-weeks are less than 14. That means that there are a few thousand people who have jobs but they all have to do them for a living — and sometimes not even that.

The county has no permanent jobs because while it has a small budget, the county is not a budget-burdened government. Which means there is no permanent budget. The county is a collection of people who have been doing the same job for years, but haven’t had the authority to hire people. So they hire temporary workers to solve problems that are temporary.

In the past, the technology center in the county was called the Career & Technology Center, but it was renamed in 2011 to more reflect the technology-oriented economy. It has one of the highest percentage of computer science students of any college in the state, as well as an excellent library and small but well-equipped lab.

The Career amp Technology Center is located in a large suburban neighborhood with good transportation links to work. It is in the middle of the county, very accessible to all the major highways, and is very attractive to employers. This gives it a great opportunity to hire many tech employees, including some skilled and enthusiastic college students (we’re working with a handful of them for a while).
